Dear District 227 Community:

 

AGAIN, WE NEED YOUR HELP AND SUPPORT NOW! The Illinois Attorney General's Office has requested a SECOND REVIEW FOR COMMUNITY PARTICIPATION IN ADDRESSING VIOLATIONS OF THE ILLINOIS OPEN MEETINGSACT, etc. and in our distress call efforts to bring clarity and unity to the school board 227's smoke and mirrors tactics that we have known for two decades in district 227. The Illinois Attorney General's call for our participation in this second effort is a wake up call for every tax paying citizen in our district 227 community.  THIS MAY BE OUR LAST CHANCE TO MAKE A DIFFERENCE.

We may never have this window of opportunity again. Those who can make a difference now, before April 9, 2013, and free our schools and community from the stagnation of voter and speech suppression to make progress now, need to be aware of how school board 227's corrupt practices have negatively affected our schools, our community lives, our tax increases, the values of our homes, and the future of our schools and community. School board 227 practices are unjust and illegal. It prevents us from being an involved, informed, engaged, innovative and successful school district community. ALL WHO RESPONDED TO THE ILLINOIS ATTORNEY GENERAL'S CALL FOR THE FIRST COMPLETED REVIEW CAN ALSO RESPOND TO THE SECOND REQUEST FOR REVIEW AS WELL AS EVERY CITIZEN IN OUR DISTRICT 227 COMMUNITY.

 

Without your support, this wake up call is only the calm before the storm. The blunder of closing down our community and targeted board members and failing our children was signed and sealed over ten years ago, but today, we are being delivered. Please help us help you, our children, and the future of our community by briefly writing a short note or letter to the Illinois Attorney General's Office describing your and your children's experiences or observations within district 227 and with the school board. Any employee in the district who wish to remain anonymous, can still write to express their concerns and experiences as well. Any former employees can also write in to detail their experiences in school district 227. Without full collaboration, community engagement, and participation, there can be no real school success. 

 

 

With less than three out of every ten of our high school students at grade level by the 2010-2011 school year, this is your turn to make a positive difference in our democracy, our schools, our children's future, our ethics overhaul, the ability to solve our problems through free speech and collaboration, and the district 227 community's distress call. Write or email and state your case in writing addressing your experiences and observation at board meetings and elsewhere with the board or in school district 227 and direct it to SARAH GADOLA GALLAGHER, Assistant Illinois Attorney General, at the Illinois Attorney General's Office. It is always great to have correspondence in writing. We would like to see community participants make sure that we as involved individuals speak to the Illinois Attorney General's Office in writing and to inform them that you are residents and citizens of RICH TOWNSHIP HIGH SCHOOL DISTRICT 227 who are concerned about the future of our children and community and wish to end our long night of suppression, darkness, and captivity where the rights of our school community and targeted citizens are unprotected.

 

As we get pummeled at open board meetings without our rights or ability to respond or due process for demanding truth, transparency and fairness in solving our district's challenges, we are told that we cannot refute the lies that are told on us. In an era of state wide bans on children bullying other children, in district 227 we still have board members, and their surrogates, bullying and threatening other board members and our citizens at open board meetings whose views are different from a failed status quo. To turn our school district around from failure to success will not be a cakewalk, but it will begin with fairness, respect for others rights, equality, diversity of views, due process, equal rights, freedom to express in solving our problems, and responsibilities, which will bring unity.

 

The most effective way to solve complex challenges is to bring multiple perspectives and experiences to bear through collaboration. Collaboration engenders ownership of the problem as well as the solution. Moreover, it brings richer resources and perspectives to the task. School board 227 leadership still needs full board and public input, which it has been muted and rejected. School board 227 should not expect to create and sustain high student performance without full board and community participation input or by ignoring and not addressing the problem. But the real tragedy is that they don't care about that, but should. Rather, school board 227 must build networks of full board and community collaborative relationships that bring key stakeholders into the process of solving the challenges facing our public schools. Building collaborative relationships, like every other challenging task, is easier to talk about than it is to bring about or accomplish. The purpose of collaboration is to be free to create a shared vision and joint strategy to solve problems and address concerns that go far beyond the purview of any particular party.

Update of the school board meeting of October 16, 2012..

 

Betty Owens' continued in her efforts at stopping both targeted board members and the community from speaking at the board meeting's dog and pony show last night while still promoting the false image portrayed at every board meeting. The problem is that she holds the public in contempt. But this time was different. For the first time ever, both the audience and some board members walked off the stage, and out of the lies, stifling script, and muted play being staged at Rich South High School, and went home.

 

Betty Owens, in her non-transparency, who has no answers to our questions, has been out of control for over a decade in her attempts to stifle both targeted board members and the community in their attempt to speak to our realistic plight, discuss the real challenges that we must face, and to solve our district's real problems. She still doesn't understand that the parents and the community nor the board works for her. Rather, she works for the board and the community. While still insulting our intelligence and treating us like idiots, she still doesn't understand that the only person that we can control in life, is ultimately, ourselves.

 

As board members, we must be accountable ourselves, first and foremost, in evaluating, assessing and then protecting the school district's academic, instructional and fiscal assets. Rather than accept her real role and be responsible first, she continues to fight our parents and community at open board meetings and in court wasting millions of our tax payer dollars to do so. Rather than fight our parents and community, we should be working with our community to get the schools off probation and the state's watch list. But Betty is not interested in that.

 

As school board members representing our community, we must respect and encourage our parents and tax payers full participation rights, free expression, and the rights of our fellow board members who seek a hearing before the board. Yet, Betty continues to speak, focus and act on what she believes that she can control as she continues to try to muzzle and mute the voices of dissent of both the school board and our community at open board meetings, rather then listen. When we are sitting on a school board watching public officials who represent our community being mistreated and the community that we have sworn to represent being underserved, misrepresented, threatened with arrest for speaking, and muzzled in the same fashion, it is time to quit.

 

We don't respect our First Amendment Freedoms and our right to public participation in the affairs of our own community when we refuse to respect and protect them. A school board is not a secret fraternal order. The first responsibility of any elected official is to the community he/she represents, the people who elected him/her.

 

Leadership needs full school board and public input. Walking out on the last dog and pony show being staged by Betty last night epitomizes what school board members and the community should do when a public body fails in its public duty. Despite being ostracized, chastized, muzzled, and muted again by the board chair, the community and targeted board members stood up for the people who elected them. Leadership needs public input. In the absence of the public input that was shut out over a decade ago, the board majority has shown no ability to improve our schools.  By the 2011-2012 school year, less than three our of every ten of our high school students were at grade level.

 

The school board majority acts as if they have taken an oath to each other instead of a pledge to represent the full board, the rights of our children to a quality education, and our community's right to participate in the conduct of its own internal affairs. The most effective way to solve the failures of our children, and the debauchery of our community is to bring multiple perspectives and experiences to bear through full board and community participation and collaboration.

We think this example will demonstrate why we will continue to fail without a new school board 227
 

The role of school boards  is to improve student achievement levels and to democratically engage the full school board, parents, and district community to achieve this goal. An effective school board is more than just about the school board majority hiring their friends and family on the district's payrolls. Rather, it is about children, community, accountability, assessment and evaluation, responsibility, ethics, monitoring student achievement, data analysis and addressing first as a school board and then with the superintendent what needs to be done to achieve our goals. Board 227 is responsible for putting in place the proper keystones for students to learn and achieve at the highest possible levels, but they don't care about that. Great school boards take responsibility for school success by hiring, evaluating, and developing strong leaders, retaining excellent teachers, and building a strong school community through welcoming, supporting, and encouraging full school board and public participation. An involved public is a committed public.

 

Not understanding their roles, not facing reality, lying at every board meeting in putting on a false persona that is unreal, sitting on the school board, wasting the public's time at open board meetings and blocking communication, prevents the full school board and community from providing input in solving district problems and moving forward from tragedy and defeat in creating the quality public education that is fundamental to a strong democratic society. Muzzling our community and targeted board members prevents us from carrying out our responsibilities for creating equity and excellence in public education and for leading the community in helping prepare all students to succeed in a rapidly changing global society. Blocking communication is blocking our ability to move forward, make progress, and to solve problems. As a result, we have lost a generation of our district 227's under educated youth to a subpar education, under achievement, drugs, the prison industrial complex, unemployment, and living without purpose or meaning in their lives.

 

In the 2011-2012 school year less than three out of every ten of our high school students were performing at grade level. We expect the community to plug the hole in district 227's sinking ship in the April 9, 2013 school board elections. Today, this school board wants us to thank them for what they have done to us and then vote them back into office on April 9, 2013 for a return to the wreckage that they have created in looking out just for themselves.   As public officials we must continue to keep the communit informed by revealing here what we can never reveal at open board meetings before being rudely interrupted and closed down.  This is all illegal and strips both targeted board members and our community our of right to public participation in solving our district's problems.

 

In the public arena at open school board meetings, the public's questions don't get answered by the chair for the public.  Answering the public's questions is the full board's responsibility and no one  who cannot represent the full school board should hog the assembly's duties in correctly and timely answering the public's questions.  Yet the board majority allows Betty Owens who still intends to keep us quiet and run everything her way, to get away with it.  Betty Owens, the dictator, who doesn't represent the full board and certainly not our community whom she continues to fight in court has the gall to tell the whole board that we can't answer the public's questions either.  The fact that the public's questions that are easily answerable by other  board members  don't get answered at public partcipation forums by transparent board members with integrity makes every board member look negiligent and inept.  As a result, at open board meetings the public always leave with more questions than answers.  On April 9, 2013 we intend to change this picture by revealing our plans for moving forward in collaboration, and community engagement with the necessary and essential partners for improving student achievement levels.

 

 An informed public is an empowered public. That's why the nontransparent board 227 majority doesn't want the community to be informed. They intend to keep it uninformed, misinformed, and in the dark. As we continue to bring facts and convictions to our plight, it turns out that facts and details matter. Today, it is clear that with their total disregard for both targeted board members, our community representatives and for our community who wants better for its children, they have no plans for our schools except for more negligence, business as usual, looking out for self only, and wasting our time. In case you know some parents, tax payers, and community residents who have missed out on the story or our plight, and what we have experienced over a decade, share some of the highlights with them.
