OUR PLANS FOR THE FUTURE AS THE NEW BOARD 227 TAKES ITS SEAT ON APRIL 9, 2013

Our plans for the future as the new board takes its seat on April 9, 2013

 

Beginning on April 9, 2013, these are our plans that the present school board majority has voted against and blocked. As the new open government school board takes it seat following the April 13, 2013 school board elections, we must engage ourselves in correcting the issues that has kept our school district behind with less than three out of every ten of our students being on grade level in the 2010-2011 school year as the successful school board of the future.

 

Going forward, following the April 13, 2013 elections, we plan to commit  to a vision of high expectations for student achievement and quality instruction that will define clear measurable goals toward our vision that will be unemcumbered and free from being blocked. As an effective new board 227, we will remain focused to make sure these goals remain district 227's top priorities meaning that nothing else detracts from them. It means having an understanding that both the school board and the superintendent, our employee, have significant roles to play in continuous improvement.  Continuous improvement means the board meeting among itself first and then with the superintendent later to ask continuous improvement questions.  For clarity and understanding of our roles in continuous improvement, the board will then discuss the roles of the board and then the superintendent in continuous improvement. We can develop a committee to plan team considerations for developing a plan for continuous improvement. We can do this first with the board and then with the superintendent. This makes for an effective with integrity and accountable school board 227 that will positively impact student achievement levels. It involves evaluating all functions of our board from internal governance and policy formulation to how we communicate with ourselves, superintendent, building administrators, teachers, students and the district 227 community.

 

 The ways things are right now, as a low achieving board, wth suppression of commnication, the majority of our board members are not even vaguely aware of school improvement initiatives, what we should be doing together as a school board, or understand what a measurable educational goal is or how to achieve one. We can't achieve that which we don understand or is aware of the meaning or its essential importance. We don't respect what we don't inspect, discuss and evaluate.  As a result, there is not even a vague focus on formative goal assessment, school renewal, student progress, meeting to discuss data analysis, or superintendent performance either during or at the conclusion of the school year.  Neither is there any  or relevant   continuous formative evaluation and monitoring for change and improvement at any level since it is not present at the board level.

 

As an effective school board, going forward after April 9, 2013, we will demonstrate strong shared beliefs and values about what is possible for students and their ability to learn, and of school district 227's ability to teacher its children at higher levels. With our new school board, we will view poverty, lack of parental involvement and other factors as challenges to be discussed and overcome, not as excuses to blame the victims who have been shut out of this essential process, our children, parents, and our community. As effective and proactive board members, we will expect to see improvement in student achievement quickly as a result of the above initiatives. Today, with our present school board, we see external pressures, our need for open communication, honesty, and transparency, among all board members, with our parents, students and community and lack of board encouragement of community and full board participation as the main reasons for lack of student success,

 

As a new school board on April 9, 2013, we will be accountability and data-driven driven, spending less time unfocused on our present goal in the thick of thin things. We will spend more time focused on district goal policies to improve student achievement levels. As a high performing board 227, we will focus on establishing a school improvement vision with measurable goal achievement benchmarks supported by board policies that target student achievement levels and what must be done to improve.

 

Presently, the board's performance is characterized by lack of governance and negative factors such as controlling and suppressing targeted board members, parents, and community's freedom of speech rights rather than encouraging full participation in solving our school district's under achievement problems for over two decades. The present nontransparent school board is likely to cite denials, lies, and excuses for not  following the Open Meetings law and encouraging full board and community communication and barriers as excuses for not reaching out to the full board and its community. But there are no excuses for  stripping our community and targeted board members of their right to public participation or for immediate and correct responses to the community's  questions. Since we are without an open and transparent school board now, the vast majority of parents and community members don't know board 227 members at all, the status or our district's academic, instructional, and fiscal realities, and what we must do to improve.

 

As an effective school board, we intend to develop collaborative relationships and transsparency  with the full board, staff, parents, and community, and establish a strong two-way-feedback-flexible-communication structure to inform and engage both internal and external stakeholders in setting and achieving district 227's goals. We will ovey that state's law by  followin a regular process to vew student achievement data to ensure constinuous improvement.  We will adopt board policies that support continuous improvement.  We will support publicly and communicate the value of continuous improvement to the community.  As an effective transparent school board, board members will provide specific examples of how we have connected and listened to the community, and how school board members have received information from many different sources, including  student achievement data, the superintendent, curriculum director, principals, and teachers, parents, and students. Findings and research can be shared among all board members and our community.

More on The School Board Meeting of September 18, 2012

 

On September 18, 2012, Cheryl Coleman presented the argument as to why board president Betty Owens should be relieved of her duties. In the future, we can never be a part of approving a board agenda where targeted board members have been inappropriately barred from court in speaking on any item or motions on the agenda, then expect us to approve such corruption and debauchery while no one speaks up for justice for fear of retribution. This is like saying that when citizens request an FOIA every citizen will receive one. Like board members, citizens do ask for FOIA's and only the individual requesting them will receive them. Similarly, no rule should be supported that says when one board member request an FOIA the whole board should receive the same. This is not the law. A school board cannot tamper with our already established liberties and freedoms or seek to violate them. Wasting tax payer funds fighting targeted board members, our parents and community in court using our tax payer dollars to do so, wasting our time engaging in buffoonery and arguing that everyone must receive an FOIA when one individual board member ask for one is foolish. I will not participate in such discrimination, unfairness, misrepresentation of our community, partiality, and foolishness.

Non-cooperation with evil is as much a moral obligation as is cooperation with what is just and good. On September 18, 2012 the school board majority, who spoke on every agenda item often once, twice, or three times as they pleased, while targeted board members were denied participation. The board majority allowed Betty Owens to get away with it, because being blocked has never happened to them. Being blocked from speaking, denied our rights to participate in union-board negotiations, stripped of our role as board members, and being denied FOIA requests needed to do our job is not legal. It undermines our roles as public officials. It also exposes the district to more violations of Freedom of Speech law suits that has already cost tax payers hundreds of thousands of dollars over the past several years. In the 2010-2011 school year alone, over $873,000 was spent on just one of the district's several law firms fighting our community and targeted citizens in violations of our First Amendment Freedoms.

 

I agree with Kevin, in his tears of anger at the last board meeting on September 18, 2012 who advocated for fairness and professionalism. But I am afraid that Kevin doesn't know the real and true story that things are not always what they appear to be at open board meetings. In an atmosphere of civility and reason, a board member who makes a motion has the first right to speak to the motion. He or she does so by rising and obtaining the floor after the chair places the motion before the assembly for discussion. A member can speak twice to the agenda item or motion on the same day, but he or she can take the second turn only after everyone who wishes to speak the first time has spoken. If debate on the motion is continued at the next meeting, which is held on another day, the member's right to debate is renewed.

 

For Betty Owens, pushing the board majority to approve "Board Agreements" is like a return to animal kingdom abusing others with the sanctions of the so-called "Board Agreements." The most important principle that a presiding officer must remember is that they represent all the members, not just a select few and not just those with whom she agrees. To do otherwise is not showing leadership. Rather, she has consistently violated the leadership principles of respect for everyone, fairness, impartiality which brings unity. Betty Owens, for certain, for the three years that I have been on the school board has continuously and repeatedly denied our right to make motions and debate, put items on the agenda, speak to agenda items, refused to entertain points of order and proper appeals, recognized only those who has upheld her views and has denied the opposition the right to speak. Our schools and students continue to be neglected, as Betty Owens has persisted in this disrespectful and disunited behavior . While targeted board members continue to be abused in this fashion and treated like cattle, the board majority will say nothing, do nothing, and stand for nothing. She refuses to reason together. It is either Betty's way or the highway. President Lyndon Johnson's favorite expression when trying to get opposing groups together was "Come let us reason together. " Betty has never considered this expression when confronted with those with another viewpoint.

Dear residents and community of School District 227.,.

 

In our effort to keep you apprised of the status of our request for OMA Review with the Attorney General's Office we have included the following:

 

We received a letter from the Attorney General's Office, dated October 26, 2012 today October 30, 2012, regarding our request for School District 227 compliance with the Illinois Open Meetings Act. Enclosed, is their reply. They also sent a copy of a DVD from 227 allegedly of the June 21, 2011 School Board Meeting., Unfortunately the DVD was defective and would not play on any of the DVD players.

 

We are going to ask the Attorney General for a working replacement of this defective DVD. We have requested that they suspend the Review Process until we can have an opportunity to examine the DVD.

 

It is also very important that we don't get caught up in this singular issue, for there have been multiple violations by this Board of the OMA. There are members of this School Board which have abused their position by refusing to obey the Illinois Open Meeting Act. Their irrational behavior has resulted in the majority of our students failing to acquire "normal" achievement" at Rich Central. They have repeatedly failed to work cooperatively with the community in seeking redress to the schools failing rates over the past 10 years.

 

Also, as you read the School Board lawyer's reply you will observe that they wish to blame Ms. Coleman and Dr. Morgan for this complaint but there have been others who we have spoken with who have also said that School Board 227 is out of control, and out of order.

 

 

Important

Many of you reading this email have experienced the violations of the Open Meetings Act, therefore, we are asking that you share them with us in order that they can forwarded to the Attorney General within the next 7 days. They must be as specific as possible, include the incident, the day, time and the person violating the OMA.

PROPOSED BOARD  MEMBER 227 AGENDA ITEMS THAT WERE DENIED AN OPEN HEARINGS IN FALL 2009

 

THESE PROPOSED AGENDA ITEMS THAT FOLLOW WERE DENIED TO A SITTING BD. MEMBER IN FALL 2009. THEY WERE NOT ALLOWED TO BE PUT ON THE AGENDA, DISCUSSED, AND PRESENTED AT AN OPEN BOARD MEETING. THEY INCLUDED (1) CURBING ANOTHER DECISION TO AWARD A $30,000 BONUS TO A SITTING UPERINTENDENT UPON RETIREMENT BEFORE THE SEATING OF NEW BOARD MEMBERS IN APRIL 2009. (2) WITH DECLINING STUDENT ACHIEVEMENT LEVELS, A PROPOSAL TO DEVELOP A SUPERINTENDENT EVALUATION DOCUMENT USING DATA, TO PROFESSIONALLY EVALUATE THE SUPERINTENDENT, AND TO FOLLOW A MONTHLY REGULAR PROCESS TO REVIEW STUDENT ACHIEVEMENT DATA TO ENSURE CONTINUOUS IMPROVEMENT AND ADOPT BOARD POLICIES TO SUPPORT CONTINUOUS IMPROVEMENT. (3) PLANNING TEAM CONSIDERATIONS FOR DEVELOPING A PLAN FOR CONTINUOUS IMPROVEMENT.

 

FOLLOWING THESE PROPOSALS, I WAS THREATENED WITH ARREST FOR SPEAKING BY THE BOARD CHAIR, SONYA NORWOOD, AT BOARD MEETINGS IN AN EFFORT TO CLEARLY COMMUNICATE THAT I WAS, INDEED, COMMITTED TO A PLAN OF CONTINUOUS IMPROVEMENT IN OUR BOARD ROLES TOWARD IMPROVING STUDENT ACIEVEMENT LEVELS AND DEMOCRATICALLY ENGAGING THE SCHOOL COMMUNITY IN ACHIEVING THIS GOAL. TODAY, FULL BOARD AND COMMUNITY INPUT IS STILL NOT WANTED IN DISTRICT 227 BY THE SCHOOL BOARD MAJORITY.

 

OVER THREE YEARS LATER, WITH LESS THAN THREE OUT OF EVERY TEN CHILDREN PERFORMING AT GRADE LEVEL IN THE 2010-2011 SCHOOL YEAR, THESE PROPOSALS ARE STILL BEING REJECTED BY THE SCHOOL BOARD WHO SAYS "NO TO STUDENT ACHIEVEMENT." TODAY, WE STILL NEED A SCHOOL BOARD WITH VISION, IS GOAL FOCUSED WITH knowledge ON HOW TO ACHIEVE OUR GOALS, ACCOUNTABLE AND RESPONSIBLE, COLLABORATIVE WITH INTEGRITY AND FAIRNESS, ENCOURAGES FULL SCHOOL BOARD AND COMMUNITY PARTICIPATION, ENCOURAGES OPPORTUNITIES FOR COMMUNITY INPUT IN KEY DECISIONS, PROMOTES HIGH STUDENT ACHIEVEMENT AS THE TOP PRIORITY, VIEWS COMMUNICATION WITH COMMUNITY AND STAFF AS A TWO-WAY PROCESS, AND TREAT EACH OTHER, THE SUPERINTENDENT, THE COMMUNITY, PARENTS, STAFF, AND OTHERS WITH RESPECT.

 

OVER THREE YEARS, TODAY, THE BOARD MAJORITY OF "NO TO STUDENT ACHIEVEMENT, " HAS INSURED THAT WE STILL DON'T HAVE A PLAN OR ANY PLANNING TEAM CONSIDERATIONS FOR DEVELOPING FOR MEETING TO EVALUATE THE SCHOOL DISTRICT, DEVELOPING SCHOOL IMPROVEMENT POLICIES Going FORWARD, AND THEN MEET WITH THE SUPERINTENDENT TO DISCUSS OUR FINDINGS. TODAY, WE ARE STILL LACKING A CULTURE OF CONTINUOUS IMPROVEMENT BEGINNING WITH THE SCHOOL BOARD, NEITHER IS IT ALLOWED TO BE DISCUSSED AT OPEN BOARD MEETINGS. TODAY, THE SCHOOL BOARD CHAIR STILL DISCRIMINATES AND BLOCKS FULL BOARD AND COMMUNITY PARTICIPATION EFFORTS WHO WANTS BETTER FOR OUR STUDENTS. SHE HAS CONTINUED TO TRY AND STRIP TARGETED BOARD MEMBERS OF THEIR ROLE TO SERVE AS PUBLIC OFFICIALS IN OPEN SESSION IN BLOCKING THEM FROM TAKING TURNS IN SPEAKING, CHALLENGING, AND DENYING TARGETED BOARD MEMBERS IN THEIR RIGHTS TO PLACING ITEMS ON THE BOARD AGENDA.

 

AS A RESULT, OUR PUSH FOR CONTINUOUS IMPROVEMENT, TRANSPARENCY, AND FULL SCHOOL BOARD AND COMMUNITY PARTICIPATION encouragement HAS GONE NOWHERE IN OVER THREE YEARS WITH A NON-TRANSPARENT AND NEGLIGENT SCHOOL BOARD MAJORITY. BUT PROMOTING CONTINUOUS IMPROVEMENT SHOULD BE AN INTEGRAL PART OF EVERY POLICY AND DECISION. IN SUMMARY, CONTINUOUS IMPROVEMENT IS NOT JUST A PROCESS. IT IS AN ATTITUDE THAT MUST BE CULTIVATED AND REINFORCED.

 

TODAY, WE NEED A SCHOOL BOARD WHO IS PREPARED TO CARRY OUT OUR RESPONSIBILITIES FOR CREATING AND RESTORING DEMOCRACY, EQUITY, AND EXCELLENCE IN PUBLIC EDUCATION AND FOR LEADING THE COMMUNITY IN PREPARING ALL STUDENTS TO SUCCEED IN A RAPIDLY CHANGING GLOBAL SOCIETY.

(1)   RECOMMENDATIONS FROM DR. DAVID E. MORGAN TO HIGH SCHOOL DISTRICT'S 227 BOARD MEETING FOR OCTOBER 1, 2009 POLICY ADDENDUM TO SCHOOL BOARD DISTRICT'S 227 AGENDA FOR OCTOBER 1, 2009 FOR APPROVAL AND ADOPTION TO BOARD POLICY AND PROCEDURES.

 

(1) ADDENDUM TO SCHOOL BOARD POLICY ADDRESSING DECISIONS TO AWARD BONUSES OR OTHER MONETARY REMUNERATION. IT SHALL BE THE POLICY OF RICH TOWNSHIP HIGH SCHOOL DISTRICT 227 BOARD OF EDUCATION THAT NO DECISION BY CURRENT BOARD MEMBERS TO AWARD BONUSES OR OTHER MONETARY REMUNERATION TO ANY ADMINISTRATOR AND/OR OTHER SCHOOL DISTRICT EMPLOYEE, WHETHER IN CLOSED SESSION OR IN OPEN PUBLIC SESSION, SHALL BE MADE PRIOR TO THE SWEARING IN AND SEATING OF NEW MEMBERS ELECTED TO THE SCHOOL BOARD AS THE RESULT OF ANY GENERAL ELECTION IN THAT SCHOOL YEAR.

(2) POLICY ON MONTHLY SCHOOL BOARD MONITORING AND EVALUATION OF INSTRUCTION AND OF STUDENT ACHIEVEMENT THROUGH PROVISION OF MONTHLY STUDENT ACHIEVEMENT DATA FOR THE WHOLE SCHOOL DISTRICT.   THE SUPERINTENDENT SHALL PRESENT TO THE BOARD, ON A MONTHLY BASIS, IN HAND,   ONE COMPREHENSIVE PROGRESS TEST SCORE IN READING AND ANOTHER COMPREHENSIVE PROGRESS TEST SCORE IN MATHEMATICS FOR THE SCHOOL DISTRICT ON A MONTHLY BASIS. THIS WAY, WE CAN MONITOR THE SCHOOL DISTRICT'S INSTRUCTIONAL AND STUDENT ACADEMIC PROGRESS.   THIS STUDENT ACHIEVEMENT DATA WILL BE PROVIDED TO EACH BOARD MEMBER, I N HAND, ON A MONTHLY BASIS IN ORDER TO FACILITATE OUR JOB OF INSPECTING, MONITORING, DELIBERATING, EVALUATING, AND SETTING SCHOOL DISTRICT POLICY AND TO DETERMINE IF WE ARE INDEED MEETING OUR TARGETED MONTHLY/QUARTERLY FORMATIVE ASSESSMENT ACADEMIC GOALS.

 

(3)   INSPECTING, MONITORING STUDENT ACHIEVEMENT DATA, EVALUTION OF SUPERINTENDENT AND POLICY DEVELOPMENT AS ROLE OF SCHOOL BOARD MEMBERS. OUR JOB AND ROLE OF INSPECTING, MONITORING, EVALUATING, DEVELOPING SCHOOL DISTRICT POLICY AND SELECTING AND EVALUATING THE NEXT SUPERINTENDENT CAN NOT BE ACHIEVED IN THE ABSENCE OF AN ACTIVE EVALUATION COMMITTEE ON THE SCHOOL BOARD. THIS INITIATIVE IS EVEN MORE URGENT WHEN A SCHOOL DISTRICT IS ON ACADEMIC PROBATION. IT SHALL BE THE POLICY OF RICH TOWNSHIP HIGH SCHOOL DISTRICT 227 BOARD TO EVALUATE THE SUPERINTENDENT AND TO INSPECT, MONITOR OUR SCHOOL DISTRICT'S ACADEMIC PROGRESS (FORMATIVE EVALUATION) ON A MONTHLY BASIS RATHER THEN WAIT UNTIL THE END OF THE SCHOOL YEAR   TO LOOK AT STUDENT ACHIEVEMENT PROGRESS (SUMMATIVE DATA, OR AYP) AFTER IT IS TOO LATE. WE NEED ONGOING, PERIODIC, FORMATIVE EVALUATION DATA TOWARD ASSISTING THE SUPERINTENDENT AND THE SCHOOL DISTRICT IN ITS EFFORTS IN ACHIEVING THE GOAL OF AYP (ANNUAL YEARLY PROGRESS).

 

The superintendent shall report and provide monthly INSTRUCTIONAL AND STUDENT PROGRESS reports, in hand, to the board on a monthly basis on instruction activities and student achievement PROGRESS data within the district. This can be in the form of one monthly progress report in reading and one monthly progress in math, which will move the district toward achieving its goal of (AYP) adequate yearly progress. All student progress data and instructional activities should be aligned with the SCHOOL DISTRICT'S VISION AND policy of "What is the district doing every month to meet AYP? " We don't respect what we don't inspect.

This email is to confirm our face-to-face conversation held on October 8, 2009 in the district office. Based upon our conversation, it is my understanding that I am to attend a closed session school board meeting, thirty minutes prior to the regular school board meeting, to review and discuss my proposed school board policy addition in which I was prevented from presenting on October 1, 2009 at the regular school board meeting, under new business.

 

Please clarify and respond to this email to verify if my understanding of the October 8, 2009 meeting in your office was correct. Upon your response, I will review whether or not my attendance at such a closed meeting is appropriate.
